E-invoicing is coming. Here’s what your business needs to do.

UAE regulations are changing

Mandatory structured e-invoicing begins in 2027, alongside the VAT and Corporate Tax obligations you already manage. The deadlines depend on your business size, and preparation takes longer than most owners expect.

A PDF invoice sent by email is not an e-invoice under the new UAE system.

Under the new system, an e-invoice is structured data, created, exchanged and reported through an accredited service provider in a defined digital format. A PDF is a picture of an invoice: it can be read by a person, but it is not the structured data the system requires.

That means the way many small businesses invoice today, emailing a PDF or a Word document, will not meet the new requirements for in-scope transactions.

The deadlines, by business size.

The Ministry of Finance has published a phased timetable. Both dates matter: appointing an accredited provider comes first, then go-live.

In-scope businesses: revenue < AED 50 million

The dates apply to in-scope businesses and in-scope transactions. Business-to-consumer (B2C) transactions are currently excluded, and not every UAE business is covered. Your adviser confirms whether and when the system applies to your company.

Four obligations, one connected record.

E-invoicing doesn’t sit on its own. It lands on top of the VAT, Corporate Tax and record-keeping duties UAE businesses already carry.

VAT

VAT-registered businesses must issue tax invoices, charge VAT correctly and keep the records that support each return. Invoices, expenses and supporting documents need to be retrievable, not scattered across inboxes.

Corporate Tax

Taxable persons must keep records that explain their financial position and support their Corporate Tax return. Under Article 56 of the Corporate Tax law, relevant records are generally kept for seven years.

Electronic invoicing

The UAE is introducing mandatory structured e-invoicing in phases from 2027. In-scope businesses must appoint an accredited service provider and exchange invoices as structured data through the new system.

Record retention

VAT and Corporate Tax rules both require businesses to retain invoices, accounts and supporting records for defined periods, and to produce them when the FTA asks. Good record-keeping is the foundation everything else sits on.

What happens if you’re not ready.

The practical consequences, stated plainly.

  • Missing your appointment or go-live date can put you outside the e-invoicing system’s requirements once it applies to your business.

  • Invoices that don’t meet the new structured format may not count as valid e-invoices for in-scope transactions.

  • Incomplete records make VAT and Corporate Tax filings slower, more expensive and harder to defend if reviewed.

  • Rushed, last-minute system changes tend to cost more and disrupt day-to-day invoicing and collections.

Questions owners ask us.

Does e-invoicing apply to every UAE business?

No. The system applies to in-scope businesses and in-scope transactions, phased in by revenue. Business-to-consumer (B2C) transactions are currently excluded. The Ministry of Finance publishes the scope and phases; your adviser confirms whether and when your business is covered.

Is a PDF invoice sent by email an e-invoice?

No. Under the new UAE system, an e-invoice is structured data exchanged through an accredited service provider, not a document attached to an email. A PDF can still be shared with customers, but on its own it is not a compliant e-invoice for in-scope transactions.

What are the deadlines for my business?

Businesses with revenue of AED 50 million or more must appoint an accredited service provider by 30 October 2026 and go live by 1 January 2027. Businesses below AED 50 million must appoint by 31 March 2027 and go live by 1 July 2027. These dates apply to in-scope businesses; confirm your position with your adviser.

Does using BizFlow make my business compliant?

No software subscription makes a business compliant on its own. BizFlow helps you organise invoices, finances and records and prepare for the new requirements, with personal onboarding. Your obligations depend on your business, and your adviser or the FTA confirms what applies to you.

Is BizFlow an accredited e-invoicing service provider?

BizFlow does not claim government-accredited service-provider status. E-invoicing integration is available, and the setup for your business and its requirements is agreed with you during onboarding.
